A gasoline rationing is currently occurring in Moscow and the surrounding areas, driven by a combination of external and seasonal factors. A major cause of the crisis is the Ukrainian drone attacks on Russian refineries, which is further exacerbated by increased demand during the summer holidays. Due to this shortage, the government was forced to take measures since mid-July, including export bans and adjustments to fuel quality standards. To stabilize the supply situation, large energy corporations such as Gazprom Neft, Tatneft, and Rosneft have set their own fuel limits to manage distribution.
