The Social Democratic Party of Germany (SPD) is pushing to elevate climate protection to a national goal through an amendment to the Basic Law. According to the SPD, such profound measures require a nationwide effort to set priorities and enable quick decisions. However, this initiative is meeting with considerable resistance within the political landscape.
The Union rejects the constitutional amendment, primarily due to the lack of a two-thirds majority. CDU politicians also argue that existing options should be optimally utilized before even discussing constitutional amendments. Furthermore, coalition partners signal that they do not agree to a constitutional amendment for climate adaptation purposes, and the support of the Left Party is also not guaranteed.
Given these developments, the SPD's current political stance is assessed as not sufficiently stabilizing for the coalition. Experts therefore advise the SPD to plan fewer populist maneuvers and instead return to a more pragmatic approach in climate policy.
