Penza Region: Analysis of New Construction Surplus and Regional Market Trends

Die Penza-Region verzeichnet einen wachsenden Überhang, getrieben durch Bauaktivität trotz sinkender Nachfrage. Insgesamt zeigen die Daten, dass elf Regionen einen Mangel an neuen Gebäuden erleben.

The new construction housing market faces a clear surplus problem, which is particularly evident in the discrepancy between listed and actually sold residential units. The Penza region shows a growing surplus, a trend that reflects national concerns that the supply exceeds demand to some extent. This overdimensioning of supply is attributed to a still active construction sector, which remains active despite declining demand—due to tighter mortgage conditions.

The figures from the first quarter of 2026 illustrate this dynamic: 185,000 residential units were listed on the new construction housing market, while only 162,000 units were sold. Specifically, the Penza region recorded an increase in its surplus reserve of 2,000 housing units in this quarter. Interestingly, the Krasnodar and Leningrad regions are leading the growth of the surplus. In contrast, eleven regions are currently suffering from a shortage of new buildings.

These regional differences illustrate the tension in the real estate market between oversupply in some locations and scarcity in others.
