Gasoline Shortage in Moscow: Rationing and State Intervention

An acute gasoline rationing is currently occurring in Moscow and the surrounding areas, forcing the authorities to make visible interventions in the fuel market. Several large energy companies such as Gazprom Neft, Tatneft, and Rosneft have already set fuel limits to control distribution.
The causes for this shortage are multifaceted. Key factors include Ukrainian drone attacks on Russian refineries as well as increased demand during the summer holidays. Given these developments, state measures have been unavoidable since mid-July, including export bans and adjustments to fuel quality to manage the scarce resources.
The combination of physical damage to the infrastructure and the seasonal demand surge has forced the government into rapid interventions to ensure supply security in the metropolitan regions.
