The transition to electronic bills of lading presents significant challenges for the transport sector. A central problem is the still widespread mandatory manual recording requirement among many individual entrepreneurs, 76% of whom, according to available information, operate the vehicles. Many of these sole traders still maintain their records manually, whether in notebooks or in Excel spreadsheets.
In addition to these operational hurdles, there are also concerns regarding the economic framework conditions. Major concerns include the management of operating costs and ensuring fair competitive conditions for local and foreign competitors. It is specifically pointed out that not all companies in the transport sector are ready for the GIS bill of lading system by September 1st, and there is a need for solutions to reduce SARM expenses for smaller businesses.
This mixed situation of technical unpreparedness and economic burden illustrates that the comprehensive introduction of electronic systems requires time and targeted support measures.
