The implementation of a climate adaptation strategy is the focus of new political frameworks. A central element is the coalition agreement, which mandates the introduction of such a strategy. A clear financing mechanism is provided for this: Financial support for the adaptation measures is expected to flow from the federal states to the local municipalities. Although the primary responsibility for adaptation remains with the federal states and the municipalities, the role of the federal government is expected to increase significantly. This expected expansion of the federal role is justified by the increasing urgency of climate-related events. To manage these complex challenges, a special framework plan for nature conservation and climate adaptation is currently being developed, and the establishment of a joint working group is being examined to ensure coordination between the different levels. This structuring indicates a profound change in how Germany deals with the consequences of climate change, anchoring responsibility in a decentralized manner while simultaneously providing for a stronger coordinating role for the federal government.
