Starting in 2027, care time billing rules in the Novosibirsk Region change, requiring applications before care begins. Tracking moves to a personal account, and by 2028, late document submission will not be permitted.

Starting in 2027, changes will come into effect in the Novosibirsk Region regarding the rules for documenting care times for people with disabilities and the elderly. A central point of this new regulation is the change in the application timing: Applications must now be submitted before the start of care, and no longer only after its end. Furthermore, an annual update of documentation for long-term care will become mandatory. Another important point concerns consent: The mandatory written consent of the care-dependent person will only be required for the initial application in the future. The recording of care time will henceforth take place via a personal account for the affected person, to which service time and pension coefficients (1.8 points per year) will be credited. Another milestone is the timing of document submission: Starting in 2028, postponing the submission of documents will no longer be possible.

These structural adjustments aim to streamline and modernize the administration and tracking of care services. The transition to a personal account system makes the tracking and recognition of service times more transparent. Submitting applications earlier ensures that the necessary administrative steps can be taken in a timely manner, which is crucial for continuous service provision. The regulations thus emphasize a proactive and continuous administrative approach.
